What is Malta Golden Visa & Malta Golden Passport?

  • The term Malta Golden Passport refers to citizenship by investment program (The Malta Individual Investor Programme) by which Non-EU country citizens can take up Maltese citizenship and relocate themselves and their business affairs to a European country.

 

  • Whereas, Malta Golden Visa refers to the residence by investment program (Malta Residence and Visa Program) by which Non-EU citizens can take up permanent residence in Malta along with unrestricted access to the 26 Schengen countries.

Malta Golden Visa Requirements (MRVP Requirements)

You (main applicant) must meet all the application requirements:

  • Be 18 years of age or older;
  • Have a certificate of good health from a reputable health system;
  • Have an annual income of not less than €100,000 arising outside of Malta or have a global net worth in excess of €500,000; and
  • Have a stable and regular source of income.

Malta Golden Passport Requirements (MIIP Requirements)

  • Be 18 years of age or older;
  • Commitment to make a sizeable contribution to the National Development Social Fund;
  • Provide proof of established genuine links with Malta including residency over at least 12 months preceding the day of the issuance of the certificate of naturalisation;
  • Commitment to invest in qualifying securities; and
  • Commitment to hold a qualifying property.

Malta Golden Passport Requirements (MIIP Requirements)
 

Eligibility for the Malta Residence and Visa Program (MRVP) - Malta Golden Visa

MRVP is open to third-country nationals, i.e. Non Maltese, EU, EEA or Swiss Nationals.

The Government of Malta aims to attract only people of the highest standards through this program. Therefore, you will be subject to due diligence scrutiny and are expected to have:

  • A clean criminal record;
  • Not be deemed a potential national security risk, have a reputational risk or is subject to criminal proceedings; and
  • Be in possession of valid travel documents.

Eligibility for the Malta Individual Investor Program (MIIP) - Malta Golden Passport

The Maltese government intends to attract only people of the highest standards through this program. Hence, you will be subject to strict due diligence scrutiny and are expected to:

  • Have a clean criminal record;
  • Not have been denied a visa to a country with which Malta has visa-free travel arrangements; and
  • Not be deemed a potential national security risk, have a reputational risk or is subject to criminal proceedings.

Eligibility for the Malta Individual Investor Program (MIIP) - Malta Golden Passport

Malta Golden Visa Cost (Malta Residence and Visa Program Cost)

You are NOT required to pay the entire amount in one go.

The outlay structure is divided into different sections, namely:

  • Contribution to the Government of Malta;
  • Property Purchase or Rental Requirements; and
  • Investment Upon Approval.
Malta Residence and Visa Program Cost
Contribution to the Government of Malta
  • You are required to pay a contribution of €30,000;
  • Out of the €30,000 contribution fee, €5,500 is a non-refundable administrative fee which must be paid upon submitting the relevant application to the Authority.
  • The contribution amount of €30,000 at the application stage covers:
    • You;
    • Your spouse; and
    • All the qualifying dependents.
  • A further contribution of €5,000 is applicable for every parent or grandparent (yours or your spouse's).
Qualifying Investment
  • Invest an initial value of €250,000 in debt or equity securities listed on the Official List of the Malta Stock Exchange. It can also be achieved through an investment in collective investment schemes that are licensed and are on the Official List of the Malta Stock Exchange.
  • These are to be held for 5 years from the date of the issuance of the certificate.
Qualifying Property
  • The acquisition of real estate with a minimum value of €320,000 (€270,000 if located in Gozo or the South of Malta) OR
  • Lease of residential immovable property for not less than an annual rent of €12,000 (€10,000 if located in Gozo or the South of Malta).
  • The qualifying property is to be held for a minimum period of 5 years from the date of the issuance of the certificate.

Malta Golden Passport (Malta Passport by Investment) Cost

Malta Citizenship by investment has a specific fee structure.

You are NOT required to pay the entire amount in one go. You will be required to pay the amounts at different stages of the application.

Malta Citizenship Investment Requirements (Cost)
Contribution Fees
  • Main applicant: €650,000;
  • Spouse: €25,000;
  • For each and every child below 18 years of age: €25,000;
  • For each and every unmarried child between 18 years of age and 26 years of age: €50,000;
Property Requirements (Qualifying Property)
  • Acquire a property in Malta having a minimum value of €350,000 and retain it for a period of at least 5 years; OR
  • Lease property in Malta for a minimum annual rent of €16,000 and retain it for a period of at least 5 years.
Investment Requirements
  • Invest in Malta an amount of at least €150,000, in amongst other stocks, bonds, debentures, special purpose vehicles, or other investment vehicles as may be identified from time to time, and retain the investment for at least 5 years.

 

As you can see, all large amounts are paid after you receive the Letter of Approval in Principle.

This makes the Malta IIP a fair process with minimal investment risk.
